Board approves Redwood Valley community-specific General Plan amendments

The Mendocino County Board of Supervisors voted to adopt amendments to Chapter 6 (community-specific policies) of the General Plan for Redwood Valley and to file an addendum to the General Plan Environmental Impact Report, advancing policies the county identified as appropriate for incorporation.
Senior Planner Russ Ford told the board the changes reflect the Redwood Valley Municipal Advisory Council’s community-action plan but trim items that are outside county authority or redundant with other plan elements; staff recommended keeping design guidelines as non-binding guidance. The changes add or revise policies to encourage pedestrian access in the downtown core, support agro- and ecotourism opportunities, prioritize use of locally native landscaping species, promote clustered dwelling groups to protect agriculture, and encourage renewable-energy features and local business support.
Dolly Riley, chair of the Redwood Valley MAC, urged the board to make the community action plan and design guidelines available as guidance documents to inform future development, describing them as “well-developed” and representative of the community’s vision.
Planning staff said the proposed modifications would not produce new significant environmental impacts and presented an addendum to the county’s prior EIR under CEQA Section 15162. After public comment and board discussion, the board moved, seconded and voted unanimously to adopt the addendum and approve the Chapter 6 amendments; staff will post the CAP and design guidelines online as guidance for applicants.
The board also approved a proclamation recognizing the Redwood Valley MAC for its role preparing the community action plan.
