Board debates Neola policy changes on student devices and support‑staff termination

The Spooner Area School District Committee of the Whole considered Neola policy updates grouped in volume 35, number one and discussed two items at length: policy 5136 on student personal communication devices and policy 4140 on termination of support staff.

On policy 5136, the draft language says students “may use their devices before and after school, during their lunch break, in between classes as long as they not create a distraction or disruption,” language an administrator read aloud for the committee. Several members said they would prefer wording that explicitly gives building administrators discretion to limit device use when necessary. An administrator explained that the student handbook already allows confiscation for misuse (described in practice as “phone jail”), with progressive steps including parent pickup after repeated offenses.

On policy 4140, the proposed change allowing the district administrator to terminate support staff without board vote prompted a longer discussion. Some members argued administrative authority is practical for time‑sensitive personnel matters; others said retaining a board vote for termination protects against future misuse of power and preserves oversight. One member noted that while special emergency meetings can be called, keeping board approval maintains a longer‑term institutional safeguard.

Neither policy was adopted at the committee meeting. Both were kept at first reading with direction to refine language and will return to the regular board meeting for further review and possible action.
