Council opens extended debate on whether to pursue an ethics policy for elected officials

Council Member Poston asked the council to direct staff to research potential ethics policy options for elected officials and return with recommendations. She said community members and groups (including the chamber and the charter committee) had urged the council to consider formal guidance and that a range of delivery mechanisms exists: charter amendment, ordinance, resolution, staff policy, or an independent commission.

Council members debated the problem the policy should solve (preventative guidance versus reactive discipline), who should do the research (city staff or a charter committee), whether charter changes were appropriate, and the risk of politicizing enforcement. City Attorney and city manager briefed the body on existing personnel rules, anti‑harassment/anti‑bullying policies extended to council and advisory members, conflict‑of‑interest disclosures, and the mechanics of staffing charter or commission reviews.

Concerns voiced included the potential for rules to be used as a political weapon, the need for clear intake and enforcement procedures, whether rules should have disciplinary 'teeth', and who should have authority to bring complaints. Several council members asked staff to compile existing city policies, examples from peer cities, and options for complaint intake and sanctions, and to report back; others preferred starting with a charter committee or community stakeholders. No directive to implement a specific option was adopted; the council agreed to continue the discussion at Thursday’s meeting to seek clearer direction.
