Chandler to modernize utility billing and customer portal with cloud‑based CRM and AMI integration

City IT staff presented a plan to procure a cloud‑based customer engagement portal and CRM that will replace legacy on‑premises systems and integrate with the city’s advanced metering infrastructure (AMI).
Christa Melo, applications manager in the IT department, said the current portal lacks historical export capability and is at end‑of‑life. The proposed system will provide daily water usage data from AMI, enhanced consumption graphs and heat‑maps, exportable billing history, configurable usage and billing alerts, and mobile app access for account management.
"With integration to our AMI system, daily water usage will be available for viewing, providing timely insight into consumption patterns and helping identify unusual activity more quickly," Melo said. Staff said the solution is an off‑the‑shelf cloud product that will still require discovery and configuration work by city IT and business units to complete integrations.
Council members welcomed the ability to visualize usage and receive alerts; staff said the full cloud platform for billing, portal and fieldwork order systems is targeted to go live before the end of fiscal year 2027.
