Deltona kicks off 2026–27 budget season with 'public service' theme, sets workshop schedule

At the meeting the presenter referred to as Mr. McKenna said the city will use a 'cost plus' budgeting approach this cycle, using the January CPI (1.99%) as a planning guide. Staff will present taxable value data in June and the proposed maximum millage in July. Non‑ad valorem assessments that the commission previously approved (stormwater, solid waste and street lighting) will be implemented, and staff said fire assessments and an impact‑fee study will be considered in the May–June timeframe. The administration has consolidated fees into a master fee schedule and intends to make fee and policy documents available on a new fiscal-year 2026–27 budget web portal.
Mr. McKenna told commissioners the budget will consider personnel, union contracts, actuarial reports, insurance costs and capital outlay, and that requested enhancements (new positions, equipment or CIP) should include funding sources. He also said the city would report audited fiscal-year results in mid‑April and that staff will bring a fund‑balance policy to the commission during the budget cycle.
Commissioner Santiago congratulated staff on receiving a Government Finance Officers Association award for Deltona's financial reporting. The finance overview closed with a reminder that Duke Energy and FPL notice of rate increases are among the cost pressures staff must account for in the coming budget.
What happens next: staff will release the full budget calendar and documents on the budget web portal and hold an initial workshop May 18; the commission will receive more detailed options at subsequent workshops before any millage or assessment decisions.
