Project highlights: City staff said the project provides 10 deed-restricted units (25% of the total) at a mix of income levels (low, moderate and above‑moderate), a 10-foot publicly accessible path that links to the future city park, and significant on-site landscaping with 94 new trees. The project design orients front doors to the street and park and adds a landscaped buffer and shared pathway along the southern property line to separate the new homes from adjacent single-family residences.
Community and planning review: City staff and the applicant conducted multiple community meetings and design consultations; the Environmental Planning Commission recommended approval, and no environmental comments were received during the public comment period for the draft mitigated negative declaration.
Council discussion and vote: Council members praised the developer’s outreach and the inclusion of ownership opportunities for first-time buyers and downsizers. The council introduced the zoning ordinance, approved the plan-unit development and development review permits, and conditionally approved a vesting tentative map that will allow individual sale of the units as condominiums.
Next steps: Staff will finalize the zoning ordinance on second reading and complete the administrative conditions required by the mitigated negative declaration and the subdivision map prior to recordation and building permits.
