Key changes included lowering the number of members required to suspend rules from four to three, retaining time limits for general public comment at the start of meetings while removing restrictions that would limit comment to residents and taxpayers, and clarifying liaison responsibilities. Several proposed changes were withdrawn or deferred during in‑chamber discussion.
Public commenters urged the council not to add barriers to public participation; one longtime attendee cautioned against limiting public comment to residents and taxpayers and asked the council to prioritize open access.
After in‑committee amendments and several line‑by‑line votes, the committee moved the revised rules package and the liaison assignments to the March legislative agenda for final consideration. Council also recorded individual liaison choices for committees and boards, including combined fire & police public‑safety liaison, economic & community development, planning & zoning, redevelopment, boards and authorities, and others.
