Council reviews CIP priorities: streets, water/sewer projects and parks maintenance move forward; erosion/storm‑bank study due this fall

City staff presented the Community Investment Program and departmental capital projects that would guide infrastructure work next fiscal year.

Ron Smith, Parks and Recreation director, summarized park projects and capital maintenance funding, noting renovations at Bob Woodruff Park and a planned renovation for Tom Mueinck Recreation Center. Engineering director Caleb Thornhill outlined a broad set of street, drainage, water and sewer projects, noting nine large sewer replacement projects and a Spring Creek interceptor with phased costs that could reach $40 million over multiple years. Thornhill said staff anticipates $112 million of combined funding across project types and described planned bond and cash‑funding sources.

Facilities and Public Works described facility maintenance, a new fuel station for fleet resiliency and arterial concrete repair and overlay plans. Staff noted a stream‑bank stabilization/erosion control assessment covering roughly 120 miles had been completed in the field; results and cost estimates are expected in the fall and may inform future rate or mid‑year adjustments to municipal drainage funding.

Council asked for timing and whether erosion‑control results would be available this budget cycle; staff said the consultant’s data should be ready in the September–November window and that any major cost implications would be presented for Council consideration.

Staff described next steps including delivering the detailed CIP memoranda in the packet, providing the erosion/storm‑bank study results when available, and returning to Council with specific design or bond proposals for projects that move from assessment to implementation.
