Interim director Tammy Harvey Bethea said the CAPER draft is required by HUD and must be posted to the public portal by March 31; a public hearing is scheduled for March 12 at 11 a.m. in council chambers and compiled public comments will be included in the final CAPER notes. Staff explained the draft remains incomplete because year‑end drawdowns for fourth‑quarter subrecipient expenditures are still being reconciled.
On the plans of safe care amendment, Amanda Ziegler (health) said the program is subcontracted by county Children and Youth to develop and coordinate plans for infants identified as affected by prenatal substance exposure; the $52,000 amendment will support coordination and reporting duties and partially fund staff time. Council members questioned line‑item coding (state vs. local revenue accounts) and whether the supplies/salary mix was appropriate; staff said initial line items were intentionally broad and will be refined as program use patterns emerge.
Regarding the CDBG rollover, staff explained the $4.092 million figure reflects HUD IDIS balances that must be carried forward to allow subrecipients to spend remaining allocations in 2026; reconciliation to the city’s OpenGov system will be provided once year‑end activity is finalized. Council requested clearer reconciliation documents and additional line‑item detail before final legislative action.
Each item was moved to the March legislative agenda for final council consideration; staff promised a public posting schedule for the CAPER and a recorded public hearing for those who cannot attend.
