Homewood staff propose $36,970 contract with MGT Impact Solutions for organizational study

At the Feb. 23 pre-council meeting, Homewood staff asked to amend the budget to contract MGT Impact Solutions LLC to conduct an organizational study of city departments.
Mr. Smith explained the proposal is a roughly $36,970 budget amendment to be charged to the carryover fund and moved to general fund professional services. MGT would spend about a week on-site, meet with department heads and employees, review job descriptions and key metrics, benchmark against peer municipalities in the southeastern region, administer an employee engagement survey, and deliver draft recommendations on structure, reporting alignment, staffing levels, supervisory spans of control, workflow improvements and possible early-retirement incentive programs.
Officials said the study is intended to be a roadmap rather than immediate change; initial findings are expected before the summer budget hearings and a public presentation to council will follow.
Council agreed to send the budget amendment out for distribution that night so the item could be considered at the next meeting.
