Homewood’s pre-council meeting on Feb. 23 moved to send an employment agreement appointing Kale Smith as city manager to the full council for consideration.
Counselors discussed the contract’s starting salary, with one member calling it “a little low” compared with nearby municipalities. A councilor suggested a possible 5% raise after six months contingent on a favorable evaluation. Sam, a city staff member involved in the process, said the city typically expects the city manager to earn 15%–20% more than the highest-paid department head, and that the proposed salary falls within that local range.
Councilors compared pay scales with neighboring municipalities. One member said Pelham’s manager recently reached $230,000 under a new contract; Mountain Brook was cited at about $235,000; Vestavia’s figure was described as higher. Council members said they expect the MGT organizational study and the fleet study to provide further data on staffing structure and compensation as the city refines budgets.
The council indicated it would send the item out for a vote that evening, with the contract to be included on the council agenda for formal action.
The council’s next procedural step is to consider the appointment at the March 9 council meeting unless the council acts sooner.
