Council adopts economic development plan after stakeholders ask for more review time

Consultants from PFM presented an economic development plan July 15 that outlines the city's economic context, stakeholder outreach findings and eight strategic recommendations to grow local jobs and revenue. The analysis identified a significant retail leakage—estimated around $200 million annually in local buying power leaving the city—and highlighted opportunities to better connect residents with local jobs (notably at the Port and Naval Base), expand events and tourism, and incentivize upgrades to aging retail centers and hotels.

Recommendations included: publicizing workforce links such as an Oxnard College logistics program to direct local residents into port and base jobs; financially incentivizing retail and hotel upgrades (for example through potential sales-tax rebate tools); supporting Fathom Works and incubator activity to spur port-adjacent startups; increasing beach and downtown events; and creating a part-time economic development coordinator to execute plan actions. Consultants noted constraints—limited land, the dominance of the naval base, and subscription limits on some home-energy incentives discussed earlier in the meeting.

Representatives from the Port of Hueneme asked the council to allow extra time for a detailed review; staff and consultants said stakeholders had been consulted during the year-long process and that post-adoption feedback could still be incorporated. Council voted unanimously to adopt the plan and directed staff to continue stakeholder collaboration and follow-up implementation steps.
