Muskego Common Council approves permits, disallows library claim and votes to enter closed session

The Muskego Common Council met May 12 and approved a string of routine and contested items before voting to convene in closed session.
The council approved the consent agenda, which included minutes from Feb. 24, voucher approvals, a private-property infiltration and inflow reduction agreement with the Milwaukee Metropolitan Sewer District (Resolution 037-2026) and an extraterritorial certified survey map for Pasler in the Town of Norway (Resolution 038-2026). A motion to approve the consent items carried.
The council then considered Resolution 039-2026 to disallow a claim stemming from a December fall at the library. A staff member explained the city’s insurer investigated and "they're recommending denial," noting the denial shortens procedural time for filing suit: "Statute of limitations on personal injury is 3 years... If we deny it this way, they have 6 months to sue us." Following that explanation, the council approved the disallowance.
Council members approved an appointment to the Board of Review (Resolution 0402026) without discussion.
Licenses for Moo Inc., d/b/a Bass Bay Beer Garden, were approved: a dance hall permit and an outside-dance permit with dates and hours specified from May through June 30, 2026. Alderman Dilley raised questions about neighborhood impacts and parking enforcement, saying it was his understanding that parking enforcement would be limited to one side of the street and that off-site shuttle service would be used. The chair said the plan commission and staff (identified on the record as "Adam") have authority to work out reasonable accommodations and that the city would not issue the permit until a business site operations plan is finalized.
A liaison reported a July 3 charity event (a dunk tank) organized by the Water Bugs board and requested volunteers.
Before adjourning the public portion of the meeting, the clerk read a notice that the council would vote to convene in closed session to discuss legal strategy and possible action regarding a potential purchase of real property over which the City of Muskego holds a lien, citing WISTAT 19.85 sub 1 sub g. The motion to enter closed session passed on a roll-call vote and the council said it would only reconvene to adjourn and would not take further public action afterward.
