Board approves $104,700 painting contract, ratifies tentative labor agreements and extends administrator contracts

On April 14, the South Pasadena Unified School District board approved a series of action items including a facilities contract, public disclosure of bargaining costs under AB 1200, tentative labor agreements and multiple personnel contract extensions.

Director of Business Services (identified in the meeting as Mr. Loebs) presented the results of a public bid process for South Pasadena Middle School painting, saying 17 companies submitted bids. “In front of you, I'm requesting approval for the winner of that process, CNM Painters Inc, in the amount of $104,700,” he said. The work covers the exterior of the middle school gym and administration buildings, the last two buildings on campus that had not been painted in over a decade.

The board also approved the AB 1200 public disclosure required for the collective-bargaining agreements; staff said the numbers demonstrate the district can meet costs through the third year of the contracts. The board then approved resolutions recognizing certificated staff (Day of the Teacher, May 13) and classified-school employees (May 17–23).

Human-resources staff presented tentative agreements with the teachers’ association and with the California School Employees Association local chapter and said both units have ratified the agreements; the board approved those tentative agreements on the consent of trustees.

Trustees also approved salary-schedule adjustments for management and confidential employees that mirror the increases in the negotiated agreements, as well as employment contract extensions for several cabinet positions (associate superintendent for instructional services; assistant superintendent for business services; assistant superintendent for human resources; and executive director for student support services). The board moved to order the governing-board election for three seats in November 2026 and adopted procedures for candidate statements per elections code.

Votes and procedure: The meeting record shows motions, seconds and recorded 'Aye' votes from the student board member and trustees present on each item; the transcript indicates unanimous approval for the items on the evening’s agenda. Specific roll-call names were read during votes in the meeting minutes.

Why it matters: Approving the painting contract and ratifying labor agreements finalizes near-term work on district facilities and staff compensation; ordering the election sets the schedule for upcoming board seats. AB 1200 disclosures provide the public with required cost information for negotiated settlements.
