On April 7 the committee heard a presentation on House File 4544 proposing a market-based framework for AI safety verification. Dave Barmore of Fathom described a model in which state-licensed independent verification organizations (IPOs) would assess AI systems against measurable risk metrics, perform pre-deployment assessments and ongoing monitoring, and issue verification that companies could use to demonstrate they met a heightened standard of care.
Barmore said the proposal is outcomes-based rather than a checklist and would emphasize structural independence for verification organizations. Participation would be voluntary, but verified companies would gain market and legal clarity.
Committee members expressed interest and the sponsor laid the bill over for additional work and coordination with fiscal and policy staff; the hearing ended and the committee adjourned.
