District recommends Think Together for expanded‑learning contract; contract to return May 6

District staff presented the RFP process for expanded‑learning programs funded by ELOP and ASES grants. The RFP sought program providers for afterschool enrichment and academic support, prioritizing unduplicated students (English learners, unhoused and socioeconomically disadvantaged). Staff said 16 proposals were received; four were disqualified for incomplete submissions and 12 were scored and ranked.
Karen Allard and Oilia Maro reported that Think Together received the highest ranking from evaluators and that staff negotiated a contract amount to reduce district expenses; staff said the negotiated contract would allow the program to operate without encroaching on the district’s general fund. The district will return the negotiated contract to the board for consideration on May 6.
Trustees and public commenters requested more quantitative measures in future evaluations (clear program effectiveness metrics), asked whether Think Together’s staff are appropriately qualified for intervention work, and discussed possible fee‑based options for non‑unduplicated students in future years. Staff said grants will cover the program this year and that fee-based options or other models could be explored for later years if demand exceeds grant-funded slots.
No contract was signed at the meeting; the recommended contract will be placed on the May 6 board agenda for action.
