Consultant Dana Palmer presented findings from a month-long review of district stipend practices, focusing on department chair, extra‑duty, coaching and teacher‑induction mentor stipends. Palmer said she found inconsistent definitions, multiple undated job descriptions and administrative rules copied verbatim from outdated board policy.
She recommended immediate actions the board could take without delay: update board policy and administrative rule 42532, standardize and date stipend job descriptions and forms, and direct the business division to provide a monthly stipend report to the board prior to stipend commencement. Palmer also recommended negotiating clear language with labor unions to remove ambiguity about stipend eligibility and function.
Longer-term recommendations included a staff portal for forms, routing and approval instructions, and workflow automation to enforce consistent routing and approval. Palmer said the goal was to produce concise, actionable recommendations that district staff could implement quickly rather than a large, unusable consulting volume.
Board members praised the clarity of the presentation and requested copies of Palmer’s report; the consultant said a more detailed written summary is available on request.
