The board member recounted visits to multiple schools and government offices, described the German secondary-track system that assigns students to academic or vocational tracks at a young age, and highlighted strong employer-school partnerships that support long-term vocational training. He said a major company estimated the three-year vocational program cost about $75,000 per student.
