Hammond board adopts resolution affirming schools as safe, supportive places for students regardless of immigration status

The School City of Hammond Board of Trustees on Feb. 4 approved Resolution 2024–2025-005, reaffirming the district’s commitment to keep schools "a safe and welcoming place for all students and families regardless of their immigration status."
Anthony Selenas read the resolution in Spanish and thanked endorsing organizations including the Hammond Teachers Federation and the Hammond Hispanic Community Committee of Northern Indiana. He told the board the measure sends "a powerful message that every student and family deserves to feel safe, supported and truly welcomed" and asked trustees to approve the statement.
The resolution, read aloud in English, cites the U.S. Supreme Court decision Plyler v. Doe (1982) and directs district employees to continue enforcing policies against intimidation, bullying and discrimination. It states the district will not require Social Security numbers for enrollment and will "refrain from inquiring about a student's or parent's immigration status," while complying with all applicable local, state and federal laws. The text also references Immigration and Customs Enforcement policies that restrict enforcement actions "in or around schools" and reminds staff not to assist enforcement efforts unless legally required.
Trustee Spencer moved the measure; trustees seconded and the board approved the resolution. Trustees and community speakers applauded the measure.
What’s next: The resolution will be distributed to the community; speakers said the board and district staff should continue outreach to English-learners and community organizations.
