Muncie Community Schools board approves notice to end SSC facilities contract, plans to bring services in‑house

The Muncie Community Schools board granted district staff permission to give notice to Southeast Service Corporation (SSC) that the district intends to terminate the SSC contract for facilities maintenance and custodial services as of June 30, 2025.
District presenters said SSC has provided maintenance and custodial services since 2016. The staff member presenting the item said the renewal price would have represented an increase (renewal figure referenced in packet was $4,239,000), and district analysis projects more than $500,000 in savings for the remainder of 2025 and roughly $1 million in annual savings once services are fully brought in‑house.
"We expect to save about over half a million dollars in 2025 on a calendar year basis. On an annual basis, you're looking at over a million dollar savings in a full calendar year," the presenter said. The presenter confirmed the district intends to offer current SSC staff an opportunity to join the district workforce; he said approximately 64 employees could be eligible and that district benefit offerings would include PERF over time for new hires.
Board discussion included questions about continuity of materials procurement (state purchasing arrangements were noted as available) and whether existing SSC staff would be offered district employment; staff answered affirmatively. The board voted to approve permission to give contractual notice.
The action is a permission to notify SSC; staff said a formal action to effectuate service changes will follow as required by procurement and labor processes.
