Casey explained the administration had built the RFP from Department of Education guidance and recommended allowing vendors to bid either fixed‑price contracts (locking food prices for one year) or cost‑reimbursable contracts (paying actual costs). Casey said the RFP asks vendors to use DOE commodity products where applicable, permits a pre‑bid in‑person walkthrough of cafeteria and kitchen facilities, and seeks pricing for both scenarios in which the vendor would retain current school food employees, hire its own staff, or use a hybrid model.

The RFP sets the public opening of proposals for May 4 at 3 p.m. (a board meeting night). Contract terms described in the draft would be one year with up to four optional one‑year renewals; state Department of Education rules require a re‑procurement after five years. The board approved advertising the RFP by unanimous voice vote (reported 5‑0).

Casey said the formal contract and legal review would follow after the advertisement and vendor selection process; the DOE review of RFP language occurs before formal advertising. The district emphasized that kitchen equipment and supplies remain district property and would be available for vendor use under the contract.
