Redevelopment Commission awards Marquette Greenway Phase 1B construction contract to Passion Construction

The Burns Harbor Redevelopment Commission voted to award the Marquette Greenway Phase 1B construction contract to Passion Construction, accepting the company’s alternate that swaps the top four feet of railing slats for wire mesh to match other trail segments.
Staff member Matt told the commission that three responsive bids were opened and reviewed. “We did get three bids… the lowest most responsive bid is Passion Construction for $7,997,000,” Matt said, and he noted Passion’s alternate to the wire-mesh railing added roughly $4,000 to its base price while other bidders’ alternates were far more expensive.
Commissioners discussed tree removals and a state-required mitigation plan. Matt said tree removals were placed under a separate contract and that Soil Solutions is under contract to prepare and implement a mitigation plan; staff estimated approximately 600 replacement saplings would be planted within the project area and monitoring obligations will apply.
The commission heard a funding summary from staff: the total cost for the Phase 1B work and associated contracts was presented as approximately $8,386,895, of which $5 million is funded by a Next Level Trails grant and the remainder is expected to be covered by local match through RDC/TIF and other available funds. Staff said the contract documents require substantial completion by the end of 2026 and that the Town will pursue a formal grant-extension process with the state if scheduling with third parties (Norfolk Southern, National Park Service) causes delays.
A commissioner moved and the body seconded to accept Passion’s alternate (alternate A) and award the Phase 1B contract to Passion Construction; roll-call votes were recorded in the affirmative and the motion carried. Staff said they will obtain signatures and file the contract documents and make the bid tabs available to commissioners on request.
The commission also confirmed separate purchase orders and construction-administration services (noted in the meeting as contracts with Marsh for construction administration and Soil Solutions for tree mitigation). The clerk/treasurer’s office will provide final accounting and line-item totals for the projects; staff said some amounts referenced during discussion require confirmation from finance records before publishing final contract totals.
