Clinton Council unanimously adopts updated Public Works engineering standards (Ordinance 26-03)

The Clinton City Council on April 28 unanimously adopted Ordinance 26-03, rescinding the existing Title 9 and replacing it with an updated "Title 9: Engineering Standard Specification & Standard Drawings." The vote followed a brief public hearing and a procedural motion to allow a same-day vote.

Public Works Director David Williams presented the proposed revisions, describing a comprehensive overhaul of engineering standards, construction specifications and standard drawings to reflect current construction practices and materials and to align with industry guidance such as the American Public Works Association. City Manager Trevor Cahoon said the document is a key operational tool that sets consistent expectations for developers and contractors and supports long-term infrastructure durability.

Mayor Marie Dougherty opened the hearing at 7:24 p.m. With no members of the public commenting, Councilmember Jennifer Christensen moved, and Councilmember Chris Danson seconded, to suspend the rules so the Council could vote the same day. The motion carried unanimously. Councilmember Dane Searle moved to adopt Ordinance 26-03; Councilmember Spencer Arave seconded. A roll-call vote recorded all five councilmembers as "aye," carrying the ordinance adoption.

The adopted ordinance updates Clinton's engineering standards used in plan review, permitting and construction oversight. The Council did not specify an effective date in the meeting record. City staff will proceed to publish the updated Title 9 and notify contractors and developers per standard practice.
