Committee approves forwarding amendment to Ecology pollution-prevention agreement that reduces scope and funding

Kevin D., the city’s water quality program supervisor, asked the committee to authorize an amendment to the interagency Pollution Prevention Assistance (PPA) agreement with the Washington State Department of Ecology.
Kevin said the proposed change removes the contract’s spill-kit outreach element and reduces two‑year funding from roughly $158,000 to $147,000 after Ecology requested proportional cuts tied to a statewide deficit in the Model Toxics Control Act operating account. "Recology is requesting this amendment due to a negative balance in the state's model toxic control act operating account," he said, summarizing Ecology’s rationale and the roughly $11,000 reduction.
Council members confirmed the reduction reflected state budget constraints; the committee voted to forward authorization of the amendment to the May 19 consent agenda for final approval.
The amendment is performance‑based: the city provides technical assistance visits to local businesses under the PPA and is reimbursed by Ecology for staff hours. Kevin said the program aligns with the city’s source-control inspections required by its stormwater permit.
