During public testimony on April 22, Richard Godfrey, a Twinbrook resident and property owner, told the Planning Commission his property at 201 Twinbrook Parkway is subject to a proposed zone change and asked the commission to change a conditional single-family use to a permitted use, clarify who makes conditional-use compatibility findings, and provide clearer standards for setbacks and density.
Godfrey said he distributed pages of the Rockville zoning ordinance and listed five specific concerns, including whether side and rear setbacks could be zero per a footnote and a request to allow cottage houses as a permitted use in certain zones. He also alleged that Montgomery County had made slope changes to some properties without obtaining easements.
Chair Meng Sun and staff said Godfrey’s concerns were not part of the BRT mandatory-referral item and offered to meet with him outside the meeting to review the zoning ordinance and mapping questions. Staff said the comments could be added to the record for the draft zoning ordinance and map if Godfrey wished.
The commission did not act on any zoning changes that evening; staff signaled additional hearings and work sessions on the zoning rewrite at the Mayor and Council level.
