City staff to reschedule CIP workshops and plan for state-driven budget changes

Jared Lee, Sebring’s budget and grants coordinator, asked council to identify dates for capital improvement plan workshops and suggested daytime sessions prior to council meetings instead of late‑night evening workshops. He recommended three-to-four hour blocks; councilors generally favored starting at 1 p.m. on council meeting days to reduce late-night sessions.
Lee also told council that pending state legislation (not yet signed by the governor at the time of discussion) will alter the budget amendment process, requiring council review of every budget amendment before staff can implement them and adding an additional public hearing to the process. "The budget's going to look massively different going forward," he said, and asked the council to consider changing workshop formats and schedules to accommodate the new requirements.
Council asked staff to circulate proposed workshop dates (council suggested April 21 as a possible afternoon workshop) and to factor the legislative changes into future budget calendars.
