Ceres council asks staff to study volunteer options to assist code enforcement

Vice Mayor Daniel A. Martinez asked the council on Feb. 10 to explore re‑establishing or expanding volunteer support for code enforcement to provide preliminary outreach and warnings before formal enforcement actions.
Acting Chief of Police said the city’s VIP volunteer model already performs some community tasks and could be expanded with training; volunteers may have limited authority to issue citations but expanding the program would require training, liability protections and coordination with the union. Council members asked that staff prepare a proposal describing training, cost, liability mitigation and scope.
The council expressed broad support and directed staff to return with a plan for review; no funding was approved at the meeting.
