Ceres hires consultant to finish delinquent FY23 audit amid staffing shortfall

The Ceres City Council approved hiring a consultant to complete the fiscal year 2023 financial audit, staff said, to remedy delays stemming from staffing transitions.
Finance staff told the council the consultant will help close the books for FY23 (July 1, 2022–June 30, 2023), bring the city into state and federal compliance and identify root causes and best practices to prevent future delays. Council approved the engagement as part of the consent calendar.
Council Member James Casey asked whether the engagement letter covered unforeseen additional work and whether the contract could incur extra charges if new tasks emerge. Staff said they met repeatedly with the consultant to define the scope and that the engagement letter was written to address the city’s needs for completing FY23; staff offered to return with updates as the work progresses.
The consultant will begin work upon council approval. Staff said they will return to council with progress reports and any material changes to cost or scope.
