The chair presented two revised drafts aimed at protecting volunteer capacity and ensuring grantees meet administrative requirements. Option two — a direct, streamlined text that conditions new awards on successful completion of prior grant requirements by the December 31 deadline in a grantee’s approval letter — won unanimous support from members on the council.
Steve moved to approve the streamlined language (option two), Sheila seconded, and the council approved the motion by roll call (Kavita, Steve, Sean, Tracy, Christine, Joanie, Sheila, Wenley recorded as yes). The adopted language states that “a new award will only be finalized once the grantee successfully completes their reimbursement paperwork from the prior fiscal year by the December 31st deadline as detailed in their approval letter” and that failure to meet the deadline will result in automatic withdrawal of the new conditional award.
Council members framed the change as both a protection for volunteer time and clearer accountability for grantees. The chair said the council would pair the firmer guideline text with a supportive approval letter that offers grantees help throughout the reimbursement process.
The new language will be incorporated into NCAC materials and approval letters for the next grant cycle; the council recorded the vote and will notify grantees of the clarified timelines.
