Lawrence County approves up to $150,000 contract to update comprehensive plan

The Lawrence County Commissioners on May 5 approved Resolution 80 authorizing a contract with Strategic Solutions and partnering planning firms to update the county comprehensive plan. Amy McKenna, the county planning director, said the contract is for an amount not to exceed $150,000 and that the work would take roughly 18 months.

"The contract will be ... for an amount not to exceed $150,000," McKenna told the board, noting the selected team will focus on public engagement, greenways and affordable housing and has prior experience in the county. She said the county received funding from the Department of Community and Economic Development and conducted an RFP and interview process before recommending the team.

McKenna described next steps as returning a signed contract and holding an internal kickoff meeting to set a schedule. She said the county has convened a steering committee composed of community members and regional partners; one invitee has not yet agreed to serve. Commissioners discussed whether appointments to the steering committee should be confirmed at a public meeting and asked McKenna to check with the solicitor on process requirements.

Commissioners voted on Resolution 80 after a motion and second; roll call showed unanimous approval by the three commissioners present. McKenna said the county will begin engagement and steering-committee work once the contract is finalized.

The contract selection and vote authorize staff to execute the agreement with Strategic Solutions and partners and begin the comprehensive-plan update process.
