The city’s human resources director presented two personnel ordinances to the commission. The first would extend the Deferred Retirement Option Program (DROP) eligibility period from five years to eight years, matching a recent change made for police and fire; staff said the change carries no cost to the city. The second ordinance would repeal the sick-leave bank (section 2-218), which staff reported has been little used; instead, employees now donate sick leave to one another via email to HR, which converts donated leave dollar-for-dollar into hours for recipients.
Commissioners had no substantive objections on either item and thanked the director for the concise presentation. No vote was recorded at the meeting; staff will return the ordinances in the formal approval packet as required.
