Phoenixville Borough Council on May 12 approved several items affecting infrastructure and borough land holdings.
The council voted 8–0 to award the Star Street extension contract to Construction Masters Services LLC as the lowest responsible bidder for $2,262,744.70, contingent on Chester County Department of Community Development approval.
Council also approved a resolution authorizing the purchase of an approximately 1‑acre unimproved parcel at 17 Crombie Road for $225,000. The agreement of sale is contingent on the borough obtaining marketable title, a site inspection, environmental reports, and other customary conditions; the targeted closing date (assuming contingencies are satisfied) is July 31, 2026.
Separately, council approved submitting a Chester County Community Development Block Grant (CDBG) application for a downtown park project at Bridge and Main (referred to in the packet as "Square At Bridge And Main").
Finance discussion included tabling a separate budget increase (Agenda item 5.d) — a proposed $90,000 use of parking‑fund balance to cover engineering work for a PennDOT NEVI electric‑vehicle infrastructure (EVI) grant match — after council determined the grant scope changed; the motion to table carried.
Council also accepted the bill of sale dedication for improvements at 119 Main Street so the borough can assume ownership and maintenance of sidewalks, ADA ramps and other public fixtures; the solicitor explained the distinction between deed of dedication for land and bill of sale for fixtures.
