Key conditions recommended by staff and DRC included video surveillance for security and police response, employee training to recognize signs of overserving, a six‑month review by the DRC with the potential to recall the CUP if issues arise, and a limit that alcohol sales not exceed 33% of total sales. Staff said approved hours would allow operations up to 11 p.m. without returning to the commission.
