The City of Vero Beach Planning and Zoning Board voted unanimously April 2 to approve a major site plan for Sea Winds, a proposed development of three two‑story townhome buildings (six units total) on 0.88 acres at 5083 and 5085 Highway A1A.
Staff presented the project as consistent with the comprehensive plan and the RM13 zoning district. The proposal calls for three two‑story buildings totaling 15,342 square feet, a maximum height of about 29 feet (below the 35‑foot cap), and 20 parking spaces (12 enclosed), with required 10‑foot landscape buffers along most edges and a 5‑foot buffer at one side. Staff noted the site’s allowable density (up to 13 dwelling units per acre) and found the proposed six units compliant with site‑plan criteria.
Tyler Spencer, senior project manager with LJ Engineering (Carter Associates), presented the applicant’s design, said the team had performed a gopher tortoise survey that found one abandoned burrow, and described plans for a gravity sewer collection system with an on‑site lift station tying into the city force main. Spencer said the project would preserve and transplant cabbage palms around the perimeter to provide screening and meet landscape requirements.
Neighbors raised traffic and privacy concerns, asking whether the project would drive additional vehicles onto nearby residential streets and what screening would be provided along the western property line. Speakers expressed worry about pedestrian and vehicle movements near the Tides Road/A1A corner. Staff and the applicant responded that average daily traffic counts did not trigger further study under county or city thresholds, that ingress and egress would use A1A with a one‑way circulation internal to the site, and that the project meets code‑required driveway widths and landscape buffers. The applicant said ingress/egress would have 20‑foot widths at entrances to meet county fire‑safety standards.
After discussion, a board member moved to approve the site plan (SP25000008) based on competent, substantial evidence; the motion passed unanimously, 5–0. The approval is subject to the conditions listed in the staff memorandum and standard regulatory permits.
