Planning board approves car-rental facility at Vero Beach Regional Airport

The City of Vero Beach Planning and Zoning Board approved a site plan for a car-rental facility at 3100 Pro Flight Drive serving the Vero Beach Regional Airport, voting 4–0 to grant approval and a requested modification to the parking-lot landscape requirement.
Gail Lafferty of the City of Vero Beach Planning Office presented the staff recommendation and said the proposal "is a site plan for the City of Vero Beach Regional Airport car rental facility" that meets height, setback, stormwater and parking standards. Lafferty told the board the plan calls for a 2,800-square-foot rental building, 2,296 square feet of detail bays, and vacuuming and fueling areas, and that the applicant is proposing nine parking spaces where eight are required.
Lafferty recommended the planning director modify the code’s landscape-island requirement, explaining the airport’s heavy paved surface and operational need for vehicle storage make strict compliance unduly burdensome in this location. "The need for parking outweighs the need for the landscape islands," she said, characterizing the modification as consistent with the comprehensive plan and not adverse to adjoining properties.
Todd Hatter of MBV Engineering, the applicant representative, told the board the project is "straightforward" and designed to free up existing public parking by relocating rental-car fleets to the new lot. Hatter said the client plans to begin site work once permits are secured, but that a formal building-permit application had not yet been filed; he named Jeff Ray as the project architect.
A board member (S3) moved to approve the site-plan application submitted by MBV Engineering Inc. for construction of the car-rental lot and associated buildings at 3100 Pro Flight Drive (SP25-000011). The motion was seconded and the clerk called the roll; the board recorded a 4–0 vote in favor (ayes recorded for Missus Irvin, Missus Webster, Missus Fortunato and Mr. Kennedy). The motion’s approval included the recommended modification to the landscape-island requirement.
With no affected parties or public commenters appearing at the hearing, the board completed the quasi-judicial review and authorized the applicant to proceed with the next permitting steps. The applicant may begin site work after obtaining required building and construction permits.
