The Washoe County parcel map review committee unanimously approved a tentative parcel map for the Rocky Mountain Vista project, WTPM26-0002, moving to split a roughly 1.5-acre property at 15990 Rocky Vista Road into four lots.
Staff presenting the case told the committee the parcel currently contains a single-family home and that the proposed lots range from about 43,800 square feet to 58,110 square feet. The presenter said the map meets the Southeast Truckee Meadows planning-area modifiers and the county’s medium density suburban (MDS) zoning requirements; staff recommended approval but noted the project will be subject to substantial engineering conditions.
"This review of this particular parcel map is a little bit different than some others that you may have seen," Janelle Thomas, who identified herself as a senior licensed engineer, said during the meeting. "We are treating this parcel map similar to the way that we have reviewed subdivisions in the past" to encourage more robust infrastructure improvements on the site.
Wayne Handrack cited state law while explaining the county's approach. "NRS 278.462" was quoted by Handrack, who said that a second or subsequent parcel map for contiguous land under the same ownership "may require any reasonable improvement, but not more than would be required if the parcel were a subdivision," a provision the committee relied on when considering conditions.
No members of the public offered comment via Zoom. After the hearing was closed, Handrack moved to approve parcel map case WTPM26-0002 for property owner Harry Frye, subject to the conditions included as Exhibit A in the staff report and to the findings cited on the record. The motion was seconded and the committee approved the tentative map unanimously.
Meeting materials note the Southeast Truckee Meadows modifiers require a minimum lot size of one-half acre (21,780 square feet) in that planning area; the lots shown on the tentative map are substantially larger than that minimum and the minimum lot width shown on the map is 130 feet (the stated minimum width is 65 feet). Staff also noted the site will be served by both water and sewer.
The committee then returned to procedural business, including a brief discussion about whether agendas should be deemed approved unless changes are proposed; legal counsel stated that minutes must be approved at a subsequent public meeting under meeting law. The committee adjourned after completing the agenda.
