State kindergarten entry rule ending waivers in 2027 will reduce Norwalk kindergarten sections, staff say

Norwalk School District multilingual-learner (MLL) staff told the Board of Educations MLL curriculum subcommittee on March 18 that Connecticuts change to the kindergarten entry date will end district waivers on July 1, 2027, and is likely to reduce kindergarten enrollment and affect preschool demand.
Francis, presenting MLL enrollment data, summarized the new requirement: "This change will take effect July 1st, 2027. So the scholars must turn five by September 1st," and explained that waivers the district has been honoring for children who turned five after Sept. 1 will no longer be available after that date.
Why it matters: Francis said the district currently serves 11,313 students with about 2,486 multilingual learners (approximately 22%). For the 2025-26 school year Norwalk reports 766 kindergarten students, of whom 174 entered at age four under waivers and 216 are identified as multilingual learners. Live registration for the upcoming year stood at 461 students as of March 18 (inclusive of the current 766), with 102 registrants age four; district staff have administered 53 ASQ assessments for waiver consideration, assessed 67 students as possibly eligible for MLL services and found 48 who qualify to date, while 377 registrations remained pending documentation.
Rob, a meeting participant, urged early outreach: "I just think from a community standpoint, it will be a shift ... and I think that it's important that we can get out communication about this," warning that the policy will affect family decisions about preschool and could reduce the number of kindergarten sections the district must open for 2027-28.
District staff emphasized that the policy change does not affect the current school year and that existing waivers granted now will be honored through the upcoming enrollment cycles; they recommended proactive family communications, continued intake monitoring, and planning for potential shifts in class counts and preschool demand.
No formal votes were taken on policy or program changes at the meeting; the subcommittee approved the meeting minutes and adjourned. The district said it will continue to track registrations and notify families about the end of the waiver process ahead of the 2027-28 school year.
