Norton board approves paving change order, bridge joint work and museum roof contract

A city staff member told the board crews found the pavement base under sections of the 2025 paving program to be “in pretty bad shape,” and said the engineer recommended thickening the intermediate asphalt course from one-half inch to one inch to improve the integrity of new paving. The board approved change order No. 1 for the 2025 paving road program with Barbicas Construction Company in an amount not to exceed $24,461.20.
The board next approved a contract with Barbicas Construction Company to perform a pressure relief joint replacement on the Clark Mill Road Bridge for an amount not to exceed $13,140. Staff said the work will likely require temporary road closures on Clark Mill Road, that only one local firm submitted a quote, and that the approach conditions at the bridge are severe enough to jar vehicle occupants and warrant repair.
The third action awarded Daryl Yoder Roofing the contract to replace the roof and gutters on the Berry House Historical Museum in an amount not to exceed $20,970. Staff said the roof is leaking and failing; the city has an agreement with the historical society to maintain the property. The board moved and seconded the award after staff reported additional work was needed beyond the original quote.
