Staff presented background from the Business Development Commission (BDC) and Beautification Committee, both of which had expressed a preference for hanging or perpendicular signs that complement the historic downtown rather than large backlit wall-mounted signs. The BDC had recommended restriction via the facade grant program; the Planning & Zoning Commission recommended denial of the text amendment.
A staff presenter described several recent applications — including a proposed 30-foot-long illuminated sign for a State Farm office — and said many applicants were receptive to modifying designs to fit the downtown aesthetic. The presenter said existing signs would be grandfathered; only new or replacement signs would be subject to the restriction.
Trustees discussed potential effects on business recruitment and whether facade-grant programs could be used to guide sign design. After discussion the board passed the text amendment by roll-call vote.
