Director Winterton explained the increases stem from rising construction and treatment costs tied to EPA and state Division of Water Quality requirements, and said the city is not keeping the money: “The increase that we are adopting today is not a Pleasant Grove City increase… It will be accepted and passed on to Timpanogos Special Service District,” he said, adding that TSSD raised rates substantially in recent years (40% in aggregate since 2024, including two 15% increases). Council members and staff said the adjustment is intended to move the city to a revenue-neutral position for sewer treatment pass-throughs.
