The Pleasant Grove Planning Commission voted April 23 to approve a conditional use permit for Mountaintop Music Institute to operate a music studio (Use 6830) at the property addressed as 988 South 490 West, imposing limits on performance times and the number of on-site students during business hours.
Planning staff presented the proposal and noted the operator plans classes for students roughly ages 12–18, with school-year classes scheduled in late afternoon and evening and off-season schedules shifting earlier in the day. Staff said the zoning parking ratio is two spaces for every three students plus one per instructor; with a potential maximum enrollment of 25 students, the zoning calculation would require up to 18 parking stalls. The property currently has about 30 parking spaces overall, but only 12 are in front of the southern building where the studio is proposed. Staff recommended approval and invited the commission to consider conditions limiting hours or student numbers to address other tenants’ parking needs.
Jaden Bueno, owner and producer of Mountaintop Music Institute, described the program’s focus on band rehearsals, student performances and community events. “We want these kids to feel like they’re on a stage and getting the full experience,” Bueno said, noting the business uses soundproofing panels and that many students carpool or are dropped off, which reduces demand for designated parking.
Commission discussion centered on whether weekend or after-hours performances and a cap on on-site student counts would reduce daytime parking conflicts. A staff speaker suggested conditions restricting performances to after business hours or weekends and limiting the number of stalls used during business hours to avoid reducing parking for adjacent tenants.
Commissioner Patton moved and Commissioner Nelson seconded a motion to approve the conditional use permit for Use 6830 with added conditions: require final planning, engineering and fire approvals; restrict performances to after business hours or weekends; and limit the on-site student count to 25 during business hours. Commissioner Patton noted the motion recognizes the property’s limited dedicated stalls and seeks flexibility for evening performances. The motion passed on a voice vote.
The permit allows the Mountaintop Music Institute to pursue classes and periodic performances under the city’s noise and parking ordinances; the commission’s conditions are intended to reduce daytime parking demand and potential disruption to neighboring commercial and manufacturing tenants. Further administrative approvals and compliance with ordinance noise limits remain required before fully operational permits are issued.
