Public Works Director Marty Martin told council the multi‑phase RFQ process produced a staff consensus score that favored Atkins Realis, but several councilmembers asked to see the underlying tally sheets and the arithmetic for the consensus scores. One councilmember said the publicly presented point totals “didn’t quite add up,” and the council voted to table the award and asked staff to return with the documentation at the May 19 meeting.
Martin also presented a separate, related funding action: supplemental agreement No.1 to the project framework agreement with the Georgia Department of Transportation and the Atlanta Regional Commission, which increases federal preliminary engineering funds for S2123 to a total of $721,000 with an associated local match. The council approved that supplemental agreement by voice vote. Martin emphasized the funding agreement is separate from the consultant selection: accepting ARC/GDOT funds does not determine which firm will perform the design work.
Next steps: staff will provide the evaluation/tally sheets and any scoring explanations requested by council before the May 19 meeting; the supplemental funding agreement has been executed and will support preliminary engineering work if the design procurement proceeds.
