Council adopts emergency natural-gas aggregation ordinance; resolution to join workers-comp program also passes

Springdale City Council voted May 6 to adopt emergency legislation authorizing a natural-gas aggregation agreement and also approved a resolution to join a workers-compensation group program.
Ordinance No. 21, 2026 (read by Mr. Jacobs) authorizes the city administrator to execute a natural-gas aggregation agreement recommended by Energy Alliances Inc., provided the accepted aggregation rate is at or below Duke Energy’s gas cost at the time of execution for a period not to exceed 24 months. The ordinance contained an emergency clause and was moved, seconded, and adopted on a voice vote. The clerk recorded seven affirmative votes.
Council also adopted Resolution R4-2026 to enroll the city in the Ohio Association of Public Treasurers’ 2027 workers-compensation group retrospective rating program; the resolution authorizes the finance officer/tax commissioner to pay projected premiums and third-party administrator fees. That resolution passed with seven affirmative votes.
What happens next: the natural-gas aggregation authority allows the administration to move quickly to secure a supplier rate that meets the ordinance conditions; the workers-comp enrollment will be implemented administratively by the finance office.
