In presenting the application, Joe Ventur of Kimley Horn told the board the plan restripes 18 existing spaces into 12 drive‑up stalls with loading aisles, relocates one light pole, adds another 27‑foot pole to match existing on‑site lighting, installs six 5‑sq‑ft post signs and two solar‑powered beacons, and provides an ADA ramp and crosswalk. “We are restriping 18 standard parking spaces into 12 total drive‑up spaces,” Ventur said, and described the beacons as self‑powered and designed not to interfere with security cameras.
The applicant said the site currently has 789 parking spaces and that the change would reduce the count to 783, a loss of six spaces the applicant characterized as acceptable given turnover and the operational efficiency of pickup. Ventur told the board the drive‑up program is an extension of Target’s in‑store pickup service and that the store’s app staggers pickup windows to avoid bunching: “Target has the ability within this app to kind of stagger those delivery windows so that way everyone is not coming to the spaces at once,” he said. He also said the store’s hours of operation for drive‑up will match store hours.
Board members asked whether ADA spaces would be affected (the applicant said no), whether the relocated lighting would match existing poles (applicant: yes), and about requested sign‑area variances (directional signs proposed at 5 sq ft where the ordinance allows 3 sq ft and solar beacons with signage exceeding the 3 sq ft limit). Ventur said consultant review letters from the township planner, fire official and police were received and that the team took no issue with those comments.
After questions, a board member moved to approve and members voted by roll call. The motion carried with an affirmative roll call vote. The board returned to the agenda following approval.
What happens next: the approved site‑plan allows Target to implement the permanent drive‑up stalls, lighting and signage as shown in the submitted plan set dated Feb. 12, 2026; any required building permits or inspections will proceed through the township’s normal permitting process.
