The Business Non-Development Committee voted to send a proposed code amendment to the full council that would locally designate Broadway Park, Chapin Park and Davenport Park as historic sites. Councilor Lambert, chair of the committee, opened the item and Planning/Historic Preservation staff explained the designation would require review of federally funded projects to ensure they would not harm historic resources but would not block routine maintenance.
Staff told the committee the three parks were recommended after a recent phase of an architectural survey and were among the city's older historic features that shaped surrounding neighborhoods. The presenter said Davenport Park contains a nationally registered monument and that designation would help the city evaluate impacts from projects such as road widening.
Councilors asked whether nearby private properties within the Tree Streets and State Street study would be affected; staff said separate property-level designations would be their own process and that small changes to private homes (for instance, replacing a roof) would not typically be affected by the park designation. The presenter reiterated that routine maintenance of park facilities is exempt from additional permitting requirements, while larger infrastructure changes could trigger review.
The committee voted to move the draft language to the full council and staff said the Historic Preservation Commission will hold a public workshop and hearing (notification to abutters required) before a first reading is scheduled. The committee’s vote was a procedural step to advance formal public notice and hearing requirements; no final designation was adopted at the meeting.
