City of Vero Beach elected officials on May 12 discussed whether to revise the practice of transferring revenue from enterprise funds to the general fund as the city enters budget season.
Mayor John Coutinho said comments at a recent utilities-commission meeting and ongoing state-level changes prompted concern that Tallahassee is eroding local home-rule revenue options. The mayor noted the city has historically transferred 6% from enterprise funds and that an inflation adjustment would push that transfer rate to about 8% by his estimate; he urged staff and council to review the practice ahead of the budget cycle.
Council member John Carroll agreed a standing policy or ordinance could prevent year-to-year inconsistency when council membership changes, and recommended the city consider tying transfers to a clear standard or index. City Manager Monte Falls and staff said the utilities commission will revisit a recent presentation and that consultants will answer questions at the commission’s next meeting before a council recommendation is made.
Council members emphasized balancing general-fund needs against utilities’ financial health; one councilor stressed not wanting to “hurt the utilities” if transfers would undermine service or operations. No policy change was adopted at the meeting; staff were asked to include the topic in budget deliberations and to return with financial analyses.
