The City of Bangor Planning Board on April 21 granted a land development permit and conditional-use approval for a proposed County Federal Credit Union branch at 96 State Street.
Agent Dave Woodward described the proposed one-story, 3,647-square-foot building with a 567-square-foot remote two-lane drive-through, a roof canopy and 18 parking spaces (the code requires a minimum of 13). "We have a 26% reduction of impervious area on this site from what the condition has been before," Woodward said, noting the prior site included a gas station and an office building.
Woodward also said the applicant will reconstruct and improve public sidewalks along State Street and Broadway on the site frontage, add pedestrian connections to the building and provide landscaping and screening. He described access as right-in/right-out turns on State Street and right-in/right-out on Broadway, and explained that each drive-through lane includes queuing spaces and a bypass lane.
Staff and board members asked about potential shortcutting through the parking lot to avoid the traffic signal; a staff representative said the layout and building placement make cut-through traffic less likely. The board then proceeded through the required findings under multiple sections of the land development code, including stormwater, utilities, parking, lighting and contract downtown development district standards. Each finding was moved, seconded and passed by roll-call vote.
After the motion to grant the land development permit and conditional-use permit, the board voted unanimously to approve the project. Staff advised the applicant to coordinate with the code enforcement office on permit conditions and post-approval steps.
The planning board noted that applicants who receive approval should follow up with code enforcement for construction guidance and any required signatures on final plan copies.
