City staff to seek council approval for federally funded Howard Street resurfacing

Jeff Davis, the city engineer, briefed the Infrastructure Committee on a locally administered DOT resurfacing agreement for Howard Street, describing it as an 80/20 federal-local project that would pave the street from Mount Hope to State Street with total funding of roughly $205,000 and a local match of about $41,000.
"This is a, agreement for a locally administered project through the DOT. It's an 80 20 project, so 80% of the funding is federal and, 20% is local share," Jeff Davis said. He told committee members that DOT has changed some processes this year and is handling scoring for certain projects, and that the work is funded in FY27 so on-the-ground work would not begin until July 1.
A committee member questioned why the project was small; staff explained this resurfacing is part of the highway cyclical pavement resurfacing program (a shim-and-overlay treatment intended to extend pavement life by roughly nine years). The committee moved and seconded to advance authorization for the city manager to sign the agreement so the project can continue through design and bidding and be considered by the full City Council next week.
The committee did not take a final vote on the project funding tonight; staff will forward the agreement and supporting materials to the full council for formal approval.
