Deputy Executive Director Erin T. Weaver informed the Committee that a Notice of Informal Conference had been sent to Dr. Hargrove by certified and first-class mail to the legal address of record. The Notice was delivered on Aug. 1, 2025, and the Board received a return receipt signed by Patricia Hargrove on Aug. 6, 2025. The Committee Chair concluded that adequate notice had been provided and the informal conference proceeded in Dr. Hargrove's absence.
Committee member Emelia H. McLennan moved that the Committee convene a closed meeting under § 2.2-3711(A)(27) of the Code of Virginia for deliberation; after closed deliberation Ms. Weaver reported the Committee unanimously voted to refer the matter to a formal hearing. The transcript records the Committee's referral but does not include a roll-call vote tally; staff reported the referral as unanimous.
