Rochester Hills council acknowledges clean FY2025 audit, approves park acquisition and several DPS contracts

Dan Merritt, the engagement principal, said the city reported asset growth, strong investment income and a structural surplus across most governmental and business-type funds; the audit found no material misstatements or findings.
Council then approved several items presented by city staff:
- A resolution authorizing the city to purchase a 5-acre parcel at 884 North Adams Road (parcel ID 70-15-08-100-005) from Michael Warholik for $775,000; staff said the parcel would act as a buffer north of Noiki Park and could be considered in future park phases.
- A contract award to Motor City Fencing (Rochester Hills) for replacement of the Liveroy Road fencing using a recycled TX material, with an authorized not-to-exceed project amount of $386,741.30 (including 10% contingency).
- An increase to the blanket purchase order for underground utility repairs and related services (Superior Excavating primary, Ali Construction secondary) by $500,000 to a new not-to-exceed total of $1,550,000 through Jan. 31, 2027. Staff said an urgent Stanford Circle sanitary-sewer failure (estimated repair ~$315,000) required additional on-call funding to ensure prompt repairs and restorations of affected driveways and roads.
- A not-to-exceed $150,000 contract with Synergy Consulting (Pontiac) through May 31, 2029 to modernize the city’s geographic information system (GIS) ahead of its planned retirement in 2028.
Votes on each item were moved, seconded and carried by voice vote. Councilmembers and staff repeatedly praised DPS and finance staff for quick response to recent infrastructure incidents and for completing the audit quickly.
Why it matters: The clean audit affirms the city’s financial-reporting and fiscal-management practices; the approved land purchase and DPS contracts extend the city’s ability to protect parkland, respond rapidly to infrastructure failures, and modernize asset-management tools.
